The Kidney Care Council
The Kidney Care Council (KCC) is a nonprofit national health care association based in Washington, D.C. and comprised of twelve of the leading kidney dialysis provider companies in the United States. Collectively, the KCC members provide End Stage Renal Disease (ESRD) services to nearly 80 percent of the dialysis patients in the United States. The membership includes large, small, nonprofit and for-profit provider companies. The KCC is the strongest and most consistent voice for the dialysis provider community in Washington and in state capitals.
Mission Statement
The Mission of the KCC is to advocate a legal, regulatory and economic framework that supports and advances the highest standards in dialysis care delivery. The KCC member companies work to improve patient care through demonstrable improvements in patient outcomes, patient safety, and quality of life measures. The KCC provides research-based, results-driven policy solutions to Members of Congress, Executive Branch agencies and state governments, and is increasingly called upon by policy makers for clinical and economic information, analyses, and policy advice.
Specifically, the goals of The Kidney Care Council are to:
- Advocate for Medicare and Medicaid policies that support access to the highest standard of dialysis care
- Communicate with and educate federal and state health policy officials on issues of concern to dialysis providers
- Improve public and patient education about Chronic Kidney Disease (CKD)
- Strengthen and enhance public prevention programs to control CKD
- Work with other organizations and coalitions to advance mutual legislative and regulatory objectives related to broader CKD issues
With twenty million Americans having some form of kidney disease, the KCC is committed to ensuring that patients have access to high quality dialysis care. The KCC is dedicated to improving quality as well as promoting education so that newly-diagnosed patients fully understand CKD and how to slow its progression and reduce complications
Through its committees and work groups, the KCC plans and coordinates Congressional visits on Capitol Hill and meetings with officials of the Executive Branch; develops regulatory analyses and comment letters; and meets with other Congressional entities such as the Government Accountability Office, the Congressional Budget Office and the Medicare Payment Advisory Commission.

Robert Foreman, President

Rob Foreman joined The Kidney Care Council as President to lead the organization’s advocacy efforts with Congress and the Medicare program on September 11, 2006.
Mr. Foreman most recently served as the Bush Administration’s top legislative leader at the Centers for Medicare & Medicaid Services (CMS) from July 2001 until February 2005 when he began a year-long personal sabbatical of travel. As the Director of Legislation for CMS, Mr. Foreman was responsible for coordinating all legislative activities for CMS including policy planning, development and analysis; serving as the principal liaison with Members and staff in the U.S. Congress in representing the policy recommendations of the Administration; and developing long-range legislative proposals on health care legislation involving the Medicare, Medicaid, and SCHIP programs.
Mr. Foreman was principally involved in the development of President Bush's "Framework for Medicare Modernization" and in the drafting of and negotiations for the Medicare Modernization Act of 2003, working closely with the bill sponsors in both the House and Senate.
Prior to his appointment at CMS, Mr. Foreman served in the office of Senator Orrin G. Hatch for eight years as senior policy advisor on health issues. Mr. Foreman was instrumental in the passage of the Kassebaum/Kennedy Health Insurance Portability Act and the passage of the State Children’s Health Insurance Program (SCHIP), of which Senators Hatch and Kennedy were principal authors.
Prior to his work in the Senate, Mr. Foreman was an appointee in the previous Bush Administration and served as Special Assistant to the Secretary of Energy where he worked on a number of environmental health issues, including the development of the President’s National Energy Strategy. He worked for six years with a national trade association directing state and federal government relations on environmental health issues, and nine years principally as staff on the House Commerce Committee of the U.S. House of Representatives where he handled environmental, health and telecommunications issues.
Mr. Foreman began his Washington career in 1973 working on the House Judiciary Committee’s Watergate Impeachment hearings. He is a graduate of The Ohio State University with a Bachelor of Arts Degree in Political Science.
Margaret Moore, Director of Administration

Margaret A. Moore serves as the Director of Administration and is responsible for the planning, implementing and managing of all administrative activities for The Kidney Care Council.
Ms. Moore joined the KCC in October 2006 and brings a wealth of Federal Government and private sector experience. Prior to joining the KCC, Ms. Moore worked for the Centers for Medicare & Medicaid Services for nearly six years initially as an Executive Assistant to the Administrator, Tom Scully, and then to the Director of the Office of Legislation and Congressional Affairs, Rob Foreman. Her previous work experience included serving as an Executive Assistant in the White House for seven years principally in the Office of Management and Budget. Ms. Moore also worked on Capitol Hill for seven years. Ms. Moore started her Capitol Hill career by working three years for former Senator John Danforth of Missouri, and then worked three years for Congressman Sherwood Boehlert of the 24th District in New York, and lastly one year for Congresswoman Kay Granger of the 12th District in Texas.
Her private sector experience included working in the Government Relations Office of NBC for three years where she served as a liaison with Congressional offices and company officials.
Prior to 1982 when Ms. Moore arrived in Washington, D.C., she was an elementary school teacher and counselor for eleven years.

As president of the North Central Division of Gambro Healthcare from July 2000 until January 2004, Mr. Klein led Gambro's largest business division. Under his leadership, net revenue increased from $450 million to approximately $620 million and EBITDA margins expanded from approximately 13% to approximately 25%. At Gambro, he emphasized the crucial role of clinical quality, and implemented a continuous quality improvement program and standardized clinical care pathways that improved patient outcomes.
Mr. Klein previously was President and CEO of SSI Surgical Services, Inc., a provider of specialty surgical instrument management programs, on-site sterile process management and off-site sterilization services; co-founder, president, and CEO of Urotherapies, Inc., a urology physician management company. Mr. Klein also held senior positions at Caremark International, Inc. and Baxter.

Crawford has more than 20 years of experience in healthcare operations management, corporate financial management, banking and public company investor relations and mergers and acquisitions. His most recent experience includes being the executive vice president and chief financial officer for Surgis, Inc., an ambulatory surgery center and surgical services company. Prior to that he served as president and CEO of New Light Imaging Partners LLC, an outpatient imaging center developer and held senior level management positions at Iasis Healthcare Corporation and Phycor, Inc. Crawford is a graduate of the University of Arkansas where he earned his undergraduate degree in accounting.
